2018 Accomplishments

Costs & Fines - C&F monitors 4,473 payment plans as of 8/17/18. APO monitors 6,948.   Third party collections (CMC & CBY) monitor 20,330 referred plans for a TOTAL of 31,751 active/referred payment plans.  Active payment plan delinquency is down at 43.6% vs.65.45% last year (30 days +). C&F suspended 1,219 licenses for failure to pay as of 8/17/18 and restored 841 licenses collecting $432K YTD .  C&F filed 4,168 civil judgments and satisfied 1,663 judgments collecting $1,460,431.11 as of 8/17/18. Mailed overdue notices re 28,884 cases as of 8/17/18.  Petitioned/scheduled 446  (vs. 643 last year) cost contempt hearings through 8/17/18  Continue to supervise APO assigned payment plans for compliance.  Continue working with JPO in re cost contempts.  Continued direct debit from defendants' bank accounts -  317 participants, $20,537.34 deducted monthly.  Docketing, assessing and servicing Notices of Intent to Forfeit for all bail revocations.  Receipted $213,970.60 in DOR intercept checks (state income tax refund intercept).  Facilitated an Auditor General audit resulting in a no findings audit for the period of 1/1/2014 to 12/31/2016.  Extended C&F hours to 7 AM to 5 PM collecting $84,520.04 during the additional business hours.  Establishing a 24/7 kiosk in partnership with the York County Prison.             

Records - scanned/imaged 241,413 documents containing 1,318,215 pages Jul '17 to Jul '18.  Processed 676 transcript requests. Pushed 12,488 documents to CPCMS from Laserfiche.  Submitted 200 appeals to Superior Court; processed 1,586 expungements/limited case access filings; performed  5,657 redactions; accepted 30,061 steno orders electronically.  Implemented new redaction system.  Hosted visit by federal court officials and National Center for State Courts staff re redactions of PII.

Judicial Services - initiated e-filing via AOPC's PACFile module within CPCMS in June 2018.  As of 8/24/18 1,351 filings received via PACFile on the Criminal (CR) docket. Continued e-filing on the Juvenile (JV) and Dependency (DP) dockets totaling 1,758 filings received as of 8/24/18.  Established Workbasket procedure to transmit motions/petitions to Chambers.  Migrating images from Laserfiche to CPCMS and attaching documents to related docket entries.           

Juveniles/Front Counter - Implemented Supreme Court's Public Access Policy ensuring compliance with Confidential Document Filings and Confidential Information Filings.  Transitioning Front Counter staffing from paper filings to electronic filing business processes to include increased use of PACFile to process JV and DP motions and Workbasket to process JV and DP orders.

2017 Accomplishments

Costs & Fines - C&F monitor 4,540 payment plans as of 8/4/17. APO monitors 7,358 Third party collections (CMC & CBY) monitor 19,267 referred plans for a TOTAL of 31,165 active/referred payment plans.  Active payment plan delinquency is up at 65.45% vs.46.75% last year (30 days +).  C&F suspended 1,115 licenses for failure to pay as of 8/11/17 and restored 898 licenses collecting $492K YTD.  C&F filed 2,189 civil judgments and satisfied 1,185 judgments collecting $1,345,136.31 as of 8/4/17. Mailed overdue notices re 22,044 cases as of 8/11/17.  Petitioned/scheduled 643 cost contempt hearings through 9/29/17.  Continue to supervise APO assigned payment plans for compliance.  Continue working with JPO in re cost contempt’s.  Continued direct debit from defendants' bank accounts - 304 participants, $17,991.50 deducted monthly.  Docketing, assessing and servicing Notices of Intent to Forfeit for all bail revocations.  Receipted $31,138 in DOR intercept checks (state income tax refund intercept); established e-Pay bail, created and added to CPCMS/county disbursement spreadsheet - ARD Supervision fee of $420 and the Bail Agency fee.  Facilitate state Auditor General audit of C&F financials.

Records - scanned/imaged 207,368 documents containing 1,010,400 pages Aug '16 to Jul '17.  Processed 298 transcript requests.  Completed legacy redactions on entire library of imaged documents.  E-filing all transcripts/steno orders - 10,438.  Beginning migration of imaged documents into CPCMS. Expanded secure evidence storage space at District Court 19-1-05. Transitioned to Laserfiche RIO.  E-filing all CR Superior Court appeals via PACFile.

Judicial Services -efficiently staffed the treatment courts' increase from 2 to 3 assigned judges w/ existing staff.  E-filing of all transcripts and steno orders.  Working with the Courts/Court Admin to establish e-filing (PACFile and Work Basket) business practices.

Juveniles/Front Counter - expanded clerk support to all Juvenile Court Hearing Officers (formerly Masters).  Effectively supported newly appointed Judge Prendergast.  Created and implemented the new JV Support Clerk role. Incorporated new Bail Coordinator role in order to process unpaid bail forfeitures, bail pieces and the listing of authorized bail bondsmen efficiently.


2016 Accomplishments

Costs & Fines - C&F monitor 5,064 payment plans as of 8/8/16. APO monitors 8,922 Third party collections (CMC & CBY) monitor 16,016 referred plans for a TOTAL of 30,002 active/referred payment plans.  Active payment plan delinquency is up/down at 46.75% vs. 49.94% last year.  C&F suspended 952 licenses for failure to pay as of 8/8/16 and restored 807 licenses collecting $528K YTD - $513 2015 YTD.  C&F filed 2,998 civil judgments and satisfied 1,168 judgments collecting $1,454,794.64 as of 8/8/16 - $1.3 million 2015 YTD. Mailed overdue notices re 24,469 cases as of 8/8/16.  Petitioned/scheduled 624 cost contempt hearings through 12/9/16 (1K+ 2015 YTD).  Collected $53,838.28 from initial payments/payoffs from defendants scheduled for contempt ($86k in 2015).  Bail or purge amounts (for failure to appear) collections totalled $54,817.99 as of 8/10/16. ($66k in 2015) Now supervising APO assigned payment plans for compliance.  Continue working with JPO in re cost contempt’s. Continued direct debit from defendants' bank accounts - 249 participants, over $14,900 deducted monthly.  Partnered with DA to transition supervision of ARD from APO to DA's vendor.  Implemented a fee schedule increase of 7.7%.

Records - scanned/imaged 263,238 documents containing 1,435,331 pages Aug '15 to Jul '16.  Redacted  1,643,041 personal identifiers.

Judicial Services - implemented new state law re bail bondsmen (Act 16 of 2015); maintained current complement despite addition of fifth criminal court judge (Fawcett) and coverage of Senior Judges; implemented use of Laserfiche to serve the District Courts eliminating mailing costs.

Juveniles/Front Counter - corrected 2015 Dependency data; filed JV certification cases from MDJs for juveniles failing to pay on summary offenses; maintained current complement w/ addition of Judge Prendergast; implemented new drop box Court Admin service in compliance with new local rule; partnered with the Court, DA, PD & JPO to improve juvenile court efficiencies; transition to PACFile (AOPC's e-filing solution) for e-filing of DP Petitions and Emergency Applications.

2015 Accomplishments

Costs & Fines - C&F monitor 6,196 payment plans as of 8/7/15. APO monitors 9,571 Third party collections (CMC & CBY) monitor 13,280 referred plans for a TOTAL of 29,047 active/referred payment plans.  Active payment plan delinquency is up/down at 49.94% vs. 46.59% last year at this time or YTD.  APO delinquency is rate is 33.1%.  Overall delinquency rate is 39.73%.  C&F suspended 1,149 licenses for failure to pay as of 8/7/15 and restored 852 licenses collecting $513K YTD - up by 61% over 2014 YTD.  C&F filed 2,250 civil judgments and satisfied 1,055 judgments collecting $1,349,606.18 as of 8/7/15 up by 27% over 2014 YTD. Mailed overdue notices re 27,600 cases as of 8/7/15.  Petitioned/scheduled 1,016 cost contempt hearings through 11/25/15.  YTD we collected $86,587.80 from initial payments/payoffs from defendants scheduled for contempt.  Bail or purge amounts (for failure to appear) collections totalled $66,602.08 as of 8/11/15.  Continued partnering with JPO to petition the court for cost contempt’s on both CR and JV cases.  Continued direct debit from defendants' bank accounts - 192 participants, over $14,900 deducted monthly. 

Records - scanned/imaged 297,925 documents containing 1,358,970 pages as of 8/11/15.  Redacted 1,145,497 personal identifiers as of 8/11/15.  Electronically filing driver license certification forms from CPCMS directly to Laserfiche - no printing, no paper file.   

Judicial Services - Transitioned to new court schedule, jury trials 3 weeks every other month, PTCs 2 weeks every other month.  Continued with PV/ARD Violation Courts with assigned Senior Judges.  Maintained flexibility with judicial re-assignments.  Implemented use of new sentencing sheets with the judges' signatures electronically affixed. Transitioning back to the Judicial Center for ARD court in October 2015.

Juveniles/Front Counter - Transitioned to the new AOPC Delinquency Module.  Juvenile delinquency cases are now created for all cases where an allegation has been completed by the police department and approved by the DA's office.  2014 Dependency data was reviewed/corrected.  E-filing of driver license certifications and juvenile petitions. Assigned specific clerks to specific judges for better continuity and relationship building.  Started prepping Dependency orders for Masters.  Juvenile outcome orders are completed live in the courtroom and served on the parties present.

2014 Accomplishments

Costs & Fines - C&F monitors 5,254 payment plans as of 7/25/14. Adult Probation monitors 12,076.  Third party collections (Credit Management Company & Credit Bureau of York) monitor 11,242 referred plans for a TOTAL of 28,572 active/referred payment plans.  Active payment plan delinquency is down at 46.59% vs. 59.21% last year at this time or YTD.
               
C&F suspended 931 licenses in re to driver offenses as of 7/25/14 and restored 608 licenses collecting $318K YTD - up by 30% over 2013 YTD.  C&F filed 2,920 civil judgments and satisfied 847 judgments collecting $1,058,967.13 as of 7/25/14 up by 10% over 2013 YTD. Mailed overdue notices re 14,765 cases as of 7/25/14.  Petitioned/scheduled 702 cost contempt hearings through 8/27/14.  YTD we collected $62,912.03 from initial payments/payoffs from defendants scheduled for contempt.
               
Implemented Act 84 inmate account deductions collecting $15K+ YTD partnering w/ YCP & Treasurer.  Partnering with JPO to petition the court for cost contempt’s on both CR and JV cases.  Continued direct debit from defendants' bank accounts - 112 participants, over $6,500 deducted monthly.           
          
Records - installed electronically powered mobile shelving system providing increased capacity/security.  Redacted 568,329 personal identifiers as of 7/30/14.  Scanned 132,857 filings containing 688,108 pages as of 7/30/13.  Re-configured Records Room to enhance limited space and workflow.   
                               
JUDICIAL SERVICES - transitioned to the new Delinquency module within the Common Pleas Case Management System resulting in new business practices between the Court, DA, PD, JPO and CoC with go live on 9/1/14.  Audited drug offense DL certifications to PennDOT from 2008-2014 finding/certifying 2,000+ YTD.  Continued to work with PA Dept. of Corrections in re 300B Commitment paperwork submitted & re-submitted.               
                               
NEW REVENUE - 2013 Administrative Orders increasing the CVC &VWS assessments (first two paid via UDS priority in CPCMS) generated an additional $37K annually for DA Victim Witness and DUI Impact Panel Fee of $50 on track to generate $85K annually in 2014. 

2013 Accomplishments

Costs & Fines - C&F monitors 6,338 payment plans as of 8/14/13. APO monitors 11,827. Third party collections (CMC & CBY) monitor 9,822 referred plans for a TOTAL of 27,987 active/referred payment plans.  Active payment plan delinquency is up at 59.21% vs. 49.81% last year at this time (2011 @ 69.3%) reflecting the need to refer long outstanding to 3rd party collections. C&F suspended 894 licenses in re to driver offenses as of 8/9/13 and restored 510 licenses collecting $225K YTD - up by 47% over 2012.  C&F filed 2,080 civil judgments and satisfied 656 judgments collecting as of 8/9/13 $941K up by 35% over 2012.

Mailed overdue notices re 17,200 cases as of 8/9/13.  Petitioned/scheduled 391 cost contempt hearings through 9/25/13. 2012 through the 1st quarter of 2013 we receipted $164K in payments from cost contempt’s held in 2011 & 2012 demonstrating the cumulative "snow ball" effect of cost contempt’s year over year. Working with JPO to develop cost contempt process for juvenile offenders who are now adults. Initiated direct debit from defendants' bank accounts - 31 participants, over $1K deducted monthly.

Records - purchased in 3rd year of PCCD grant (25% match) and Equipment Automation funds 4 million redactions redacting 140,655 personal identifiers as of 7/30/13.  Migrated evidence inventory system from legacy PRIMS to ERIN database.

JUDICIAL SERVICES - successfully transitioned to newest version of the Common Pleas Case Management System, CPCMS Refresh (impacted all three units within COC).  Will work with AOPC to implement new Delinquency module within CPCMS this fall.  Worked with JPO and AOPC to suspend juvenile driver licenses for failure to pay traffic citations at District Courts - 10 as of 8/9/13.

2012 Accomplishments

Costs & Fines - Costs Fines is actively involved in the collections enforcement of 7,293 payment plans as of 7/27/12. Probation is responsible for 11,176 payment plans for defendants currently on supervision. Third party collections - CMC & CBY - are responsible for 8,115 payment plans for a total of 26,584 payment plans maintained at the Common Pleas level. Active payment plan delinquency is down from 69.3% last year to 49.81% this year. C&F staff suspended 376 licenses on driver related offenses as of 8/15/12 and restored 264 licenses collecting $174,996.74 up by $20k plus over 2011. C&F staff filed 2,179 civil judgments and satised 755 judgments collecting $671,102.67 in final payments. Mailed overdue Notices re 18,035 cases as of 8/15. Petitioned/held 408 cost contempt hearings collecting $63,321.98 as of 7/27/12.

Records - continued work with Info Services and Extract Systems (vendor) in using ID Shield to redact personal identifiers (SSNs, DL #s) totaling 872,477 redactions as of 6/29. Captured 608,816 images YTD. Installed new 4600 Kodak scanner, mobile shelving (Controller's) and cross trained staff.

Judicial Services - provided support for two new judges and staffed DUI Court without added staff. Continued to work CYF, AOPC and Judge Musti Cook to improve CPCMS data in re to Dependency Court reducing the number of cases in "junk" bucket to only 19. AND we are the First County (were the pilot) to submit DL certifications electronically to PennDOT.

Confinement Data - continue to manually identify defendants that are overdue and no longer confined. AOPC, JNET and YCP have tested the "JNET - York" Connection. Awaiting a date to perform a production update. Once corrected we will no longer exclude defendants from collections enforcement efforts as their status will be correctly updated in CPCMS as longer incarcerated.
Training - accomplished Customer Service and Safety training with all employees. Chief Deputy Foor Presented Customer Service training to other court appointed/related department staff. Preparing presentation on telephone/email etiquette.

2011 Accomplishments

Collections Enforcement - Costs & Fines (C&F) actively enforces approximately 7,000 electronic payment plans. Adult Probation is responsible for approximately 11,000 payment plans for defendants currently on supervision. Credit Management Company (CMC) - the County's third party collections vendor - is responsible for approximately 8,000 payment plans on a total of 25,000+ payment plans maintained at the Common Pleas level. In April of 2008 14,000+ cases were without electronic payment plans established. As of December 30, 2011, that number was reduced to 416 cases still awaiting adjudication. C&F Collections Enforcement Unit (CEU) staff suspended 716 licenses on driver related offenses as of and restored 408 licenses collecting $210,514.25 in initial/balloon or final payments. C&F CEU filed 3,318 civil judgments and satisfied 610 judgments collecting $507,696.07 in final payments. C&F CEU mailed overdue notices on 23,078 overdue cases. C&F CEU petitioned and held 504 cost contempt hearings collecting $118,000+ as of March 2012.

Document Imaging - worked with York County Information Services and Extract Systems, redaction vendor, to install ID Shield to redact personal identifiers - Social Security Numbers and Driver License Numbers – totaling more than a half million redactions. Records Unit staff captured 1,227,997 images. Vendor and IT staff installed two additional classification licenses to speed the imaging process.

Dependency Court - actively working with the Administrative Office of Pennsylvania Courts (AOPC), York County Children, Youth and Families, and Judge Musti Cook to correct dependency data within CPCMS. In March 2011 CPCMS listed 294 cases in "junk buckets" and as of the first quarter of 2012 that number was reduced to 5.

Confinement Data - identified 2,000+ defendants listed as overdue on their electronic payment plan and confined to prison. Identified and corrected 60% of those as no longer confined. Judicial Services staff are working with AOPC, York County Prison and the Pennsylvania Justice Network to prevent incorrect confinement data going forward.

2010 Accomplishments

Collections Enforcement - maintained the Collections Enforcement initiative exclusively for non-supervised defendants following the elimination of the Adult Probation Collections Enforcement Unit. 24,635 payment plans have been established. 9,523 are enforced by Adult Probation for supervised defendants; 9,563 are enforced by Costs &

Fines and 5,279 - representing almost $10.1 million have been referred to a third party collections vendor. In April 2008 14,000+ cases were without payment plans. In August 2009, thanks to the efforts of the Costs & Fines staff, that number dropped to 7,512. As of August 16, 2010, that number is down to 3,517 representing just over $2.1 million owed. Active payment plan delinquency (overdue 90+ days) continues to be down from 71.05% in August 2008 to 49.32% as of August 16, 2010. Overall delinquency rate is 55.52%. Mailed overdue notices on 17,611 cases as of August. Suspended 585 driver licenses as of August 2008 and restored 216 driver licenses for payment plan compliance - $98,387.86 YTD from driver license suspensions alone. Filed 1,448 civil judgments and satisfied 142 civil judgments YTD. Petitioned/scheduled 367 cost contempt hearings to date. $18,501.39 collected as a direct result of cost contempt hearings.

Document Imaging - significant contributor to the County's recognition as a finalist for the AIIM Carl E. Nelson Best Practice Award and feature article in ECM Connections magazine. Imaged over 1.2 million pages representing approximately 300,000 filings. Assisted Adult Probation and the Public Defender to place bar codes on filings to expedite the imaging process and reduce user error. Held multiple Laserfiche imaging application end user training to include local police departments (Spring Garden Twp. PD, Hellam Twp. PD, Southern Regional PD, Fairview Twp. PD - 7 total local police departments now have access), local attorneys, and internal users to include a series specifically for the "JV" juvenile docket type. There are now 718 registered Laserfiche users. Installed two document classification licenses allowing for greater flexibility in scanning multiple document types and routing of bail to YCP via the optical mark queue.

Form Orders - worked with the Court and court related departments to develop and implement form Orders in the Criminal Division. Form Orders are designed to provide immediate service to all parties eliminating the need for the transcribed Orders and postage costs.
Outlook 2007 Upgrade- implemented ensuring continued capability to email documents from Laserfiche. Now emailing vs. snail mail (eliminating postage costs) requested documents to the PA Department of Corrections and the Pennsylvania Liquor Control Board. Additionally members of the public can receive documents electronically in regard to on-line records request.

2009 Accomplishments

Collections Enforcement - Approximately 22,735 electronic payment plans exist within the Common Pleas Case Management System (CPCMS). In April of 2008 14,000+ cases were without payment plans. As of August 2009 Costs & Fines collections staff reduced that number to 7,512. Payment plan delinquency is down from 71.06% in August 2008 to 52.31% in August 2009 - an 18.75% drop in delinquency!

Document Imaging - imaged 1.3 million pages in 2009. Completed the back scanning project and now have a complete electronic library of case filings from 2000 to present. Expanded external access to 13 attorneys/law firms, all 19 district courts and the York City Police Department. Real time document scanning time improved due to upgrades in document batch header creation program. Staff now use a bar code gun that eliminates 17 mouse clicks and 21 keystrokes for each batch header sheet created

2008 Accomplishments

Collections Enforcement - continued to partner with Adult Probation in developing and refining the collections enforcement process. Approximately 21,000 electronic payment plans have been created in the Common Pleas Case Management System (CPCMS). 2,200 new electronic payment plans were created on older cases with no prior electronic payment plan. Approximately 11,500 cases remain without any electronic payment plan created. Mailed over 21,000 overdue notices as of August 2008, suspended 137 driver licenses for defendants failure to pay on driver related offenses/assessments, restored 63 driver licenses for defendants coming into payment plan compliance, filed 1,098 civil judgments and satisfied 226 judgments.

Document Imaging - on target to image over 1.1 million pages in 2008. Years 2000, 2002, 2005 to present case files have been electronically scanned and available via the Laserfiche imaging application to over 400 internal users’ greatly enhancing access to vital court filings and the overall efficiency of the Court. Piloted external access to private attorneys (Kearney & Marshall and Attorney Leslie) with plans to expand to all interested attorneys/law firms in September/October 2008 timeframe.
Uploading of Information’s/Charges-worked with the York County District Attorney and the Administrative Office of Pennsylvania Courts to electronically upload Information’s or charges into CPCMS providing real time and accurate charges filed by the DA and eliminating redundant data entry by deputy clerks saving approximately 20-25 hours per week in labor.

Electronic Warrants - on January 28, 2008, CPCMS began transmitting warrants generated within CPCMS to CLEAN and NCIC electronically. York County followed in July 2008 electronically transmitting CPCMS generated warrants to the local York County warrants database - Missile - providing for real time warrant information in both the statewide/national and local databases.

Evidence - installed security cameras in the Records Unit to provide 24/7 surveillance of evidence lockers/vault. Completed inventory of all evidence and data entered all exhibits to include location, max sentence and other critical case details into the Property Room Inventory Management System (PRIMS).
Juvenile Dependency Module - implemented AOPC's CPCMS automated Dependency tracking system as of September 15, 2008. The module is designed to improve Family and Dependency Court reporting to gain a better understanding of what happens with children and families involved with the Court. York County specific efforts include training completion, use of the CPCMS Dependency module, implementation of new statewide standard forms, and the addition of the "DP" docket type in the Laserfiche system.

2007 Accomplishments

Document Imaging - Continued to scan or electronically capture all incoming filings and achieved legacy or back scanning of 2000 and 2001 case files. Began back scanning of the year 2005 case files. As of August 2007 the Records Unit staff and vendor staff imaged 883,776 document pages. In partnership with our imaging vendor, DocuScan, we have trained a total of 200+ staff to include the Bench. Currently 439 County employees in court appointed/related department’s access and use the imaging application -

Laserfiche - greatly enhancing access to criminal court filings and contributing to the overall efficiency of the Court.

Collections Enforcement - Mailed 26,146 overdue notices. Suspended - for the first time - 117 driver licenses for unpaid costs and fines on driver related offenses. Restored 29 driver licenses for cases paid in full or coming into compliance with a payment plan.

2006 Accomplishments

Document Imaging - Initiated the electronic capture or imaging of all documents filed in 2006. Also undertook legacy or back scanning beginning with year 2000 case files. This initiative will provide a complete, electronic record for all Criminal, Juvenile, Summary Appeal and Miscellaneous Docket files representing 4 million plus documents. Once completed, the imaging application - Laserfiche - will provide convenient, easily accessible images for every document filed with the Clerk of Courts from the year 2000 forward.

Collections Enforcement - Mailed 13,000 + overdue notices to defendants with delinquent accounts representing $9.8 million in outstanding costs, fines and restitution. Past due collections efforts generated an additional $300,000 in County costs revenue as of June 2006 over the prior year to the County of York.

2005 Accomplishments

Case Management System - in late 2004, in partnership with the Administrative Office of Pennsylvania Courts and York County Information Services the Clerk of Courts office migrated docketing and financial data from the County's legacy system - Lightspeed - to the new statewide application known as the Common Pleas Case Management System (CPCMS). As the first large county to use CPCMS, the York County Clerk of Courts became a model for the Lessons Learned document. York County staff also shared experiences and best practices with other counties transitioning to CPCMS.

Document Imaging- significant first steps taken toward implementing document imaging with the installation of a server, two scanners and associated personal computers.

Filings - came into compliance with Pennsylvania Rules of Appellate Procedure No. 124 by shifting from 8 1/2 inches by 14 inches file folders to 8 1/2 inch by 11 inches resulting in significant cost savings to York County taxpayers.

2004 Accomplishments

Judicial Center Move - Seamlessly and successfully moved 30,000 case files and hundreds of evidence exhibits from the York County Courthouse to the new York County Judicial Center. Electronically cataloged all evidence via an Excel spreadsheet for the first time to ensure the chain of custody and accountability for all exhibits.
Technology Upgrades - Purchased new computers for all the staff replacing outdated hardware and software to ensure compatibility with the new statewide Common Pleas Case Management System (CPCMS) maintained by the Administrative Office of Pennsylvania Courts (AOPC). Provided email accounts for all staff for the first time. Purchases funded by grant dollars received via the Pennsylvania Commission on Crime and Delinquency (PCCD) and the Clerk of Courts' automation fund - $5 per case filing fee paid by criminal defendants and other petitioners.

Training- Provided training to all Clerk of Courts' staff members on the Windows desktop operating system with an overview of Microsoft Word, Excel and Outlook email.
