President Commissioner Julie Wheeler

Julie Wheeler was elected to her first term on the York County Board of Commissioners in 2019.

Julie grew up in York County and graduated from Dallastown Area High School. She earned a degree in biology from Randolph–Macon Woman's College. She brings extensive business acumen. She started her career at Adhesives Research, and then went on to work for General Electric, where she most recently served as the General Manager for a medical device business.

Julie is an active community member. She has dedicated her time to organizations that support children, having served on the boards of the YWCA and The Children’s Home of York. She is a founding member of the YorIT organization, whose charter is to cultivate the next generation of philanthropic givers. She's also a member of the Women’s Giving Circle, The Women’s Business Center Organization as well as a graduate of the Anne Anstine Institute for Excellence in Public Service.

Julie is a member of the BPO Elks #1592 in Red Lion and Downtown York Rotary. She was recognized in 2017 by Central Pennsylvania Business Journal as a Woman of Influence for Community Achievement.

Julie and her husband, Michael, reside in Windsor Township.

 

 

Doug Hoke

Vice President Commissioner Doug Hoke

Commissioner Doug Hoke took office in 2008, and was elected vice president in 2011. He's maintained the vice president position over three terms.

Before coming to the York County Board of Commissioners, he was a Project Administrator with the Pennsylvania State Public School Building Authority, where he assisted with the issuance of tax-exempt debt. He has also worked at the Pennsylvania State Lottery and Pennsylvania Department of Revenue.

The West York Area High School graduate earned a bachelor’s degree from Culver-Stockton College in Canton, Missouri.

When not at work, Doug is active in the community. He is a volunteer mentor for Big Brothers Big Sisters of York and sits on several community boards. He lives in York City.

Commissioner Ron Smith

Ron Smith was elected to the York County Board of Commissioners in 2019. He previously served as Dallastown Borough Council President and commissioner for the York Area Regional Police Department.

Ron grew up in East Manchester Township and attended Northeastern schools before transferring to York County School of Technology, where he graduated in 1981.

Throughout his 32 years working in the private sector, Ron has cultivated knowledge in management, sales, security contracts and emergency services. Ron founded American Threat Response Gear LLC, a sole proprietorship that supplies firearm accessories to the public.

Ron has had membership with emergency services entities including Manchester Ambulance & Fire Company, Yoe Ambulance & Fire as well as Red Lion Area Ambulance/Red Lion Fire Company. These positions spanned his residencies in East Manchester and Lower Windsor townships and Red Lion and Dallastown boroughs.

Ron began his time on Dallastown Borough Council in 1998, having won re-election several times since then. He has led the borough council most recently as president, passing 11 on-time budgets without any tax increases. Under Ron’s leadership, Dallastown has implemented billing reforms with the Dallastown-Yoe Water Authority to save operation costs. Ron has served as commissioner of York Area Regional Police since 2011. In that time, the commission has procured a $15,000 donation from PeoplesBank for tactical gear, hired a new police chief and successfully negotiated three collective bargaining contracts.

Ron and his wife, Laura, have two children. They reside in Dallastown.
